Notice I did not mention Cr 2011 or CR 2013, That was by design 
. Neither of those products includes any SDK, be it for VS .NET or Java. E.g.; for VS 2010, you need 'SAP Crystal Reports, developer version for Microsoft Visual Studio' which you can download from here:

Make sure you use the install exe on your dev computer.
