we get only new Run IDs for different typ of employees or better said for different forms. As long as you have employees that will generate the same form, the runid will be the same.
I am not 100% sure if this is the logic how it choose the run id but that was our guess after running different tests (generating data, deleting stuff out again etc).
So if you run two employees that will get form 1095C (for example) one after the other both will be on the same run id.
